The UK does not yet have a single, comprehensive AI Act like the EU, but it is moving quickly toward more formal rules. That means UK regulators will use current laws (e.g., data protection, safety, consumer, or financial laws) and new guidance to enforce these principles, rather than waiting for a new AI-specific statute.

The White Paper emphasizes “pro-innovation” by not pre-emptively banning entire AI technologies, but it signals that some future targeted rules or updates to sector laws may be needed (for example, on foundation models). The government has already signaled plans for further action: in the July 2024 King’s Speech, it pledged to harness the power of artificial intelligence” and “strengthen safety frameworks. Looking at the continuous development in this domain, it becomes important to stay updated with regulatory developments and changes happening. In this article, we will discuss what you should know as a business owner if you’re dealing with UK citizens’ data.

The Artificial Intelligence (Regulation) Bill: What’s Proposed?

While the UK has not enacted an AI law yet, a new Artificial Intelligence (Regulation) Bill was introduced as a Private Member’s Bill (by Lord Holmes) in March 2025. If passed, this Bill would create the UK’s first statutory AI framework. It has three main features:

  • AI Authority: Establish a central AI Authority (analogous to the EU’s AI Office) to coordinate policy. This body would ensure all regulators “take account of AI,” review existing laws (safety, privacy, consumer) for AI readiness, conduct horizon-scanning, and even accredit independent AI auditors.

  • Codified Principles: Make the UK AI White Paper’s five principles legally binding standards. The Bill explicitly codifies those principles (safety/security; transparency; fairness; accountability; contestability) as duties that AI developers and deployers must follow. Businesses would be required to “be transparent about” AI use, test it, and comply with all relevant laws (data, IP, etc).

  • Accountability Roles & Transparency: Crucially, the Bill would require businesses that develop or use AI to appoint a designated “AI Responsible Officer” whose job is to ensure AI is used ethically, safely, and without bias. It would also mandate transparency around AI training data and model use – for example, companies must supply the AI Authority with records of all third-party data and intellectual property used to train their AI.

In addition, the Bill envisions impact assessments, user labelling (clear consent and warnings), and open dialogue with the public on AI risks. Overall, it signals a shift toward an EU-style risk-based regime (classifying AI by risk and enforcing duties) rather than the UK’s current light-touch model. However, as a Private Member’s Bill, it currently has no government backing and remains under debate. It is not the law yet. If it failed, the UK would continue its existing principles approach, but many stakeholders believe stronger rules (and an AI Authority) may still emerge in future legislation.

UK vs EU: How Does the UK Approach Differ from the EU AI Act?

The European Union has already enacted a sweeping AI Act (effective August 2024) with a detailed, risk-based framework. In contrast, the UK has no single UK AI Act yet. The EU Act classifies AI systems into tiers (forbidden, high-risk, etc.) and imposes strict obligations, including conformity assessments and heavy fines for violations. This means a UK business using AI must follow GDPR and other laws (e.g., health or financial regulations) and consider general UK AI principles, whereas an EU operation must explicitly comply with the new AI Act’s requirements (including formal certifications for high-risk systems). The UK Bill, if passed, would partially close this gap by creating an AI Authority and codifying duties, but it still emphasizes UK sovereignty. For example, it does not bind the UK to follow EU rules on banning AI use. The UK approach so far prioritizes flexibility and gradualism, while the EU approach is more prescriptive. Businesses operating across both markets will likely have to meet the stricter EU standards anyway, but should watch for evolving UK norms and possible new UK legislation.

What Businesses Need to Do Now

Even before any new laws, UK companies should act proactively. The following steps help you prepare for future UK AI regulation and reduce legal and reputational risk:

  • Identify AI Systems in Use

Align your policies with the five White Paper principles, and check that your AI complies with existing laws (data protection, equality, IP, sector rules). In effect, aim to self-certify to these principles, preparing for any future UK conformity frameworks.

  • Prepare for Cross-Jurisdiction Compliance

    If you operate internationally, harmonize AI governance across jurisdictions. Besides UK GDPR, consider the EU AI Act (especially if you serve EU customers) by reviewing whether any of your systems are classified as “high-risk” or have transparency obligations. Also note other emerging regimes: Canada’s upcoming AIDA (Artificial Intelligence and Data Act) is slated to regulate AI at the federal level, and Canadian privacy law (PIPEDA) governs personal data use.
